PROBLEM TO BE SOLVED: To provide a powder and grain spraying device and a powder and grain spraying method capable of uniformly spraying powders and grains with good quantitativity in a width direction of a base material continuously transported.SOLUTION: A powder and grain spraying device 1 includes: a hopper 2 having a storage 20 capable of temporarily storing powders and grains P inside, a discharge port 23 discharging the powders and grains P and a movement path 22 for the powders and grains connecting between the storage 20 and the discharge port 23; and transportation means 3 being disposed with a gap G to the discharge port 23 and transporting the powders and grains P discharged from the discharge port 23 in a predetermined one direction X and spraying on a base material 100 continuously transported. In a plane view, the length of the discharge port 23 in a direction orthogonal to the transportation direction X is long compared to the length in the transportation direction X. In the movement path 22, a maximum width D in the transportation direction X is two times or more and less than five times of the maximum particle size of the powders and grains P and a length H in a direction discharged with the powders and grains P is one time or more of the maximum particle size of the powders and grains P.
