PROBLEM TO BE SOLVED: To provide a flow control device which suppresses the generation of a free flow without making priming work complicated and a liquid infusion circuit using the same.SOLUTION: The flow control device having a first flow passage 4, a second flow passage 5, a valve member 20 placed on the first flow passage 4, and a membrane member 8 placed on the second flow passage 5 is used. The valve member 20 is configured to make only fluids, which are supplied to the first flow passage 4 at a pressure equal to or greater than a set pressure and flow in one direction in the first flow passage 4, pass. The second flow passage 5 is configured to branch off from the first flow passage 4 at a part upstream of the valve member 20 and to join the first flow passage 4 at a part downstream of the valve member 20.
