The present invention relates to an apparatus for forming sea forest which can move flexibly in response to a flow of strong tides or waves to minimize damage caused by tides or waves. The apparatus for forming sea forest comprises: a flexible mat formed with a plurality of through holes and provided with a flexible material； a seed rope inserted into the through hole of the flexible mat at an intersection； a fixing part fastened through a center of the flexible mat and supporting the flexible mat； and a mat buoy fastened around the flexible mat and guides the flexible mat to move smoothly according to flow of tides or waves. By the configuration, even if strong tides or waves occur, the flexible mat can move flexibly in response to flows thereof, thereby obtaining an effect of preventing damage caused by tides or waves.본 발명은 강한 조류나 파도가 발생하여도 그 흐름에 대응하여 유연하게 움직일 수 있어 조류나 파도에 의한 파손을 최소화할 수 있는 해중림조성장치에 관한 것으로, 상기 해중림조성장치는 복수의 관통홀이 형성되고 유연한 재질로 마련되는 유연매트와, 상기 유연매트의 관통홀에 교차로 삽입되는 종사줄과, 상기 유연매트의 중심을 관통하여 체결되고 상기 유연매트를 지지하는 고정부, 그리고 상기 유연매트의 둘레에 체결되고 조류 또는 파도의 흐름에 따라 상기 유연매트가 유연하게 움직이도록 가이드하는 매트부이를 포함한다. 이러한 구성으로, 유연매트가 강한 조류나 파도가 발생하여도 그 흐름에 대응하여 유연하게 움직일 수 있어 조류나 파도에 의한 파손을 방지할 수 있는 효과를 얻을 수 있다.
