PROBLEM TO BE SOLVED: To provide a tea leaf cutter which does not deteriorate quality of cut tea leaves, and prevents scattering of shreds and chips of tea leaves cut during cutting of the tea leaves into air.SOLUTION: A tea leaf cutter 1 includes: an inner blade holder 12 which is fixed to a base 11 and where a plurality of screw bars 12c serving as inner blades are mounted at predetermined intervals on the outer peripheral side so as to draw a part of a semicircle a mesh-like curved outer blade 13 which is rotatably supported by the base 11 and provided with a punching metal plate 13b having a number of small holes and serving as an outer blade at a predetermined distance from the tips of the plurality of screw bars 12c and an oscillation mechanism part 16 which converts rotation movement from rotation means such as a motor 21 into reciprocating movement to oscillate the mesh-like curved outer blade 13 with respect to the base 11.
