The present invention relates to a microcapsule with a stabilized crystalline UV ray blocking agent and a UV ray blocking cosmetic composition comprising the same and, more specifically, to a microcapsule, formed by capsulating internal phases comprising: a crystalline UV ray blocking agent one kind of solvent selected from the group consisting of liquid oil, a liquid organic UV ray blocking agent, and a mixture thereof and butter or wax, and a UV ray blocking cosmetic composition comprising the same. According to the present invention, re-crystallization is prevented by stabilizing a crystalline organic UV ray blocking element where re-crystallization occurs. The crystalline UV ray blocking agent can be prevented from being precipitated by separating the crystalline UV ray blocking agent from another solvent in a formulation by capsulating the crystalline UV ray blocking agent in a microcapsule.
