The present invention relates to a pharmaceutical composition containing a substance increasing the expression and activation of 15-hydroxyprostagladin dehydrogenase (15-PGDH) as an active ingredient for preventing and treating diseases related to tumor cell proliferation and a method and a kit for screening the diseases related to tumor cell proliferation using the same. According to the present invention, since the substance increasing the gene expression or protein activity of cytoplasmic 15-PGDH inactivates accumulated PGE2 and suppresses the oncogenic activity of PGE2, thereby protecting normal cells from cancer occurrences and inducing tumor cell apoptosis.
