An apparatus and method for transplanting cells into a host body will be described. The cells include a porous scaffold capable of growing blood vessels and connective tissue, a plug or plug system configured to be placed within the porous scaffold, and a closure configured to close the proximal opening of the porous scaffold. The device may further comprise a cell delivery device for delivering cells into the porous scaffold. Cell transplant methods include a two step process. The device is incubated in the host body to form a collagen matrix with blood vessels developed around a plug located in the porous scaffold.
