PROBLEM TO BE SOLVED: To provide a water-in-oil type emulsion composition that contains ≥70 mass% of a water-phase component and has excellent usability such as good spread and compatibility in application and no sticky feeling and high temporal stability.SOLUTION: A water-in-oil type emulsion composition includes (A) a fluorine-containing alkyl diester, for example, represented by general formula (2), (B) a silicone oil, (C) a nonionic surfactant and (D) an aqueous component.
