The natural fermentation agent is produced by filling 40-60 parts by weight of dried kelp, 90-130 parts by weight of aloe, 100-140 parts by weight of sugar, and 10-18 parts by weight of yeast with respect to 100 parts by weight of raw oyster in a sealed container, and by aging and filtering the same at 15-18°C for 6-7 months. The EM fermentation liquid is produced by filling 10-23 parts by weight of syrup, 12-17 parts by weight of ethyl alcohol, 10-25 parts by weight of edible vinegar, and 2-5 parts by weight of effective bacteria with respect to 100 parts by weight of refined water in a sealed container, and by fermenting and filtering the same at 27-30°C for 6-8 months. The natural fermentation hair growth agent is made of only natural ingredients, so the natural fermentation hair growth agent can be used to a sensitive scalp. When the natural fermentation hair growth agent is continuously used, an excellent hair growth effect is ensured.
