The present invention discloses a heating device for thermoplastic sheets for forming mouthpieces and an apparatus for forming mouthpieces. The heating device for thermoplastic sheets for forming mouthpieces, comprises: a sheet supporter which supports a thermoplastic sheet a first heater which applies heat to the upper surface of the thermoplastic sheet from above the sheet supporter and a second heater which applies heat to the bottom surface of the thermoplastic sheet from below the sheet supporter.
