PROBLEM TO BE SOLVED: To provide a hair tonic which aims at enhancing permeability to the scalp, and improving and promoting percutaneous absorption, induces more excellent effect without reducing each useful component, and provides a synergistic effect by the action of each component； and to provide a production method thereof； as well as to provide a hair restoration system by a hair care device.SOLUTION: One or more components of placental extract, a swallow nest component containing a solubilization swallow nest, cell growth factors, sake lees extract, and Sedum rosea root extract are added to a minoxidil derivative, and further one or more components of 4-pyridoxic acid, soybean fermentation extract, and capsicum annuum extract are added.
