PROBLEM TO BE SOLVED: To provide a lotion type transparent cosmetic composition that gives a superior feeling of use without tackiness and showing excellent cleaning power.SOLUTION: The cosmetic composition comprises a mono- or polyglycerin fatty acid ester, silicone oil and water. The content of water is 80.0 wt.% or more in the whole amount of the cosmetic composition. The mono- or polyglycerin fatty acid ester is preferably a compound expressed by formula (1): RC(=O)O-(C3H6O2)n-H and having an HLB value of 9.0 to 15.0.
