The present invention relates to a cosmetic composition for preventing hair loss and promoting hair growth using Phellinus linteus and a natural composite mixture, and to a production method thereof. To this end, the composition contains: 2-7 parts by weight of a purslane extract 5-12 parts by weight of a turmeric extract 1.5-3 parts by weight of a green tea extract 3-6 parts by weight of a fermented solution of Firmiana simplex W. F. Wight and 3-7 parts by weight of processed blue vitriol powder, with respect to 100 parts by weight of the Phellinus linteus extract.
