System and method for cutting soft tissue having a retractable surgical cutting device. The device includes a handle located at the handle and a handle having a first channel extending through the handle. The switch can move between a retracted position and an extended position. An actuator with a blade connects to the switch in the handle and extends through the first channel. An outer sheath is connected with the handle and surrounds at least a portion of the blade and the actuator. A drive mechanism is coupled to the switch in the handle to move the actuator from the retracted position to the extended position when the switch is moved from the retracted position to the extended position.
