The present invention relates to a fibroblast growth factor (FGF)-heparin complex in which an FGF and heparin are bound. Specifically, the bonding is formed by chemically binding (i) an amine group of at least one lysine in amino acids constituting the FGF with a carboxyl group of heparin, or (ii) a thiol group of at least one cysteine in amino acids constituting the FGF with a vinyl group added to heparin. In addition, the present invention provides a method for manufacturing an FGF-heparin complex.
