PROBLEM TO BE SOLVED: To provide a method for manufacturing a face mask sheet easily impregnated with skin lotion, providing a user with a favorable sense of use, and capable of favorably retaining cosmetic components, or for manufacturing a cosmetic puff filling for patting.SOLUTION: A cotton fiber group is made to pass through a carding machine and is spread to acquire a cotton fiber web. A cotton blending group formed by mixing the cotton fiber group and a thermally bondable fiber group is made to pass through the carding machine and is spread to acquire a cotton blending fiber web. A high-pressure water stream is applied to a laminate web formed by laminating the cotton fiber web and the cotton blending fiber web to acquire fiber fleece 1 and 1'. A powder group of powder composed of a water-soluble cosmetic component and powder composed of water-soluble thickening component is placed on the cotton blending fiber web side of the fiber fleece 1. The fiber fleece 1 and fiber fleece 1' are superposed, with the cotton blending fiber web side of the fiber fleece 1' brought into contact with the power group, to acquire a laminate fiber fleece 3.
