To provide vegetation sheets that can save labor and ensure vegetation while simplifying a structure, and to provide a vegetation sheet construction method using the same.SOLUTION: Provided is a vegetation sheet that enables vegetation target 1 to pass through, composed of biodegradable nonwoven fabric 4, the front side of the nonwoven fabric 4 having water repellency and the back side having water absorption. Preferably, the back side of the nonwoven fabric 4 holds a seed 1a of the vegetation target and a fertilizer 3.
