PROBLEM TO BE SOLVED: To provide a system capable of measuring a respiration frequency of an object person who moves about relatively freely.SOLUTION: Regarding a measurement region where a respiration frequency is measured, a plurality of candidate regions which are candidates of the measurement region are set on a body of an object person beforehand, and priorities for selecting the measurement region are set in the plurality of candidate regions beforehand.
