The present invention relates to a plan for recycling cigarette butts and, more specifically, to a producing method of an eco-friendly agricultural pesticide using cigarette butts which can minimize environmental pollution by dealing with cigarette butts, a cause of environmental pollution, in one place, and a system therefor.
