PROBLEM TO BE SOLVED: To provide a new method and device for manufacturing a rice paste, which allows for further improved productivity to supply the rice paste at low cost, without spoiling the characteristics of pulverized rice kernels (fine particles).SOLUTION: The method includes: a rice rinsing step S1 for rinsing rice kernels R a coarsely pulverizing step S2 for pulverizing the rice kernels R together with water W into coarsely pulverized particles R1 so as to produce an intermediate product P0 formed of the coarsely pulverized particles R1 dispersed in water W and a finely pulverizing step S3 for pulverizing the intermediate product P0 into finely pulverized particles R2 to produce a rice paste P. Since the rice kernels R absorb water in the rice rinsing step S1, starch damage can be prevented in the coarsely pulverizing step S2. Further, since the rice kernels R are once formed into the coarsely pulverized particles R1, the water absorbing rate can be improved. Furthermore, since the rice kernels R are pulverized together with water W in the coarsely pulverizing step S2, thermal denaturation can be prevented.
