The present invention is to provide a plastic mulch for use in the cultivation of onions and garlic, and a method of producing the same. According to the present invention, a mixture containing a herbicide and a water-borne adhesive in a fixed ratio is coated onto the bottom surface of a plastic sheet used in the cultivation of onions and garlic, or a film coated with the mixture is integrated into the plastic sheet to cover the surface of ridges, thereby enabling a task of covering the ridges to be performed even in high winds or rains.
