PROBLEM TO BE SOLVED: To provide a shield member for a building material, consisting of a nanofiber laminate, having air-permeability, low light shielding property, and sufficient strength, and capable of being inexpensively manufactured, and a manufacturing apparatus therefor.SOLUTION: A first polymer adhesive in a fiber state is blown onto a base material which is a strong monofilament or multifilament woven or knitted fabric having a coarse mesh to form a finer mesh in the mesh of the base material and provide a reinforcement base material. A second polymer adhesive in a fiber state with a diameter of 500 nm to 10 μm is thinly blown onto the reinforcement base material so as not to close clearances of the mesh to laminate nanofibers onto the second polymer adhesive, and the reinforcement base material and the nanofibers are bonded to each other.
