PROBLEM TO BE SOLVED: To provide an activator for use in cosmetic, pharmaceutical or dermatological emulsions.SOLUTION: An active mixture is provided that contains (a) 1,2-hexanediol and (b) 1,2-octanediol. A cosmetic composition and a pharmaceutical composition each containing the active mixture are provided. A composition is provided that is emulsion the 10 volumes % of which has a mean particle diameter of less than 2 μm, the 50 volumes % of which has a mean particle diameter of less than 5 μm, and the 90 volumes % of which has a mean particle diameter of less than 15 μm.
