A cover for promoting local rainfall is provided. The cover has a skin to cover a field where can get thermal energy. An edge part of the skin is substantially kept at a height at or near a surface of the field, and the inner part of the skin surrounded by the edge part can be lifted up from the surface of the field to form a space to accommodate air. The air inside the skin receives the thermal energy, and the skin prevents the air inside the skin and the air outside the skin from communicating with each other to reduce thermal energy loss from inside to outside of the skin, thereby creating a temperature difference between the inside of the skin and the outside of the skin. Utilizing buoyancy produced by the air temperature difference between inside and outside of the skin to lift up the inner part of the skin, and thus, a huge space is formed between the skin and the surface of the field to contain a large amount of air. Then, the air inside the skin keeps on receiving the thermal energy, and thus huge thermal energy is stored in the hot air covered by the skin, and the air covered by the skin can be used to promote local rainfall.
