PROBLEM TO BE SOLVED: To provide an apparatus for automatically manufacturing paotzu or dumpling crust, the paotzu in which an ingredient is crusted in a bag shape with a noodle skin, two or more petal-shaped pleat parts are radially projected around the bag body part, and a mouth part of the bag-shaped body part is closed.SOLUTION: An apparatus includes: a molding plate 6 having a molding hole 5, and placing a noodle skin 1a formed in a predetermined size； a turntable 8 positioned below the molding plate 6, and provided with molding holes 7 at regular intervals in the circumferential direction in the vicinity of an outer circumference； noodle skin pushing-cum-ingredient feed means 10； and bag-shaped body part closing means 11 for closing a mouth part of a bag-shaped body part 3. The molding hole 5 of the molding plate 6 comprises a primary molding hole 5a for the bag-shaped body part, and a primary molding hole 5b for petal-shaped pleat parts radially formed in communication at predetermined intervals around the primary molding hole 5a. The molding hole 7 of the turntable 8 comprises a secondary molding hole 7a for the bag-shaped body part and a secondary molding hole 7b for the petal-shaped pleat parts.
