The present invention relates to a powdery tint cosmetic composition comprising a hydrophilic organic dye and a pigment using a composite pigment, wherein the composite pigment has a hydrophobic silica pigment treated on the surface of a hydrophilic inorganic pigment. More specifically, the composite pigment is prepared by treating a cationic surfactant onto the surface of the hydrophilic inorganic pigment and treating an anionic surfactant onto the surface of the hydrophobic silica. The composite pigment used in the present invention is a composite pigment surface-treated with an organic pigment or an inorganic pigment； and effectively binds a hydrophilic pigment and a hydrophobic pigment by using an electrostatic attraction between positive charges and negative charges, and physical adsorption, through a simple treatment process under mild reaction conditions in the absence of strong acid, strong alkali, or high-temperature harsh conditions, and thus can improve hydrophobicity, skin affinity, and formulation and skin stability as well as an economical effect. In addition, the powdery tint cosmetic composition using such a composite pigment shows excellent effects in terms of color development, persistence, and moistness of the skin.본 발명은 친수성 무기안료 표면에 소수성 실리카 안료가 처리된 복합 안료, 친수성 무기안료의 표면은 양이온성 계면활성제, 소수성 실리카는 음이온성 계면활성제를 표면 처리하여 복합 안료를 제조하고 이를 이용하여 수용성 유기 염료 및 안료를 포함하는 파우더리 틴트형 화장료 조성물에 관한 것이다. 본 발명에 이용되는 복합 안료는 유기안료 또는 무기안료가 표면 처리된 복합 안료로 단순한 처리 공정 및 강산, 강알칼리, 고온의 가혹 조건이 없는 온화한 반응 조건으로 양전하와 음전하의 정전기적 인력 및 물리적 흡착을 이용하여 친수성 안료와 소수성 안료를 효과적으로 결합시켜 줌으로써, 소수성 및 피부친화성, 제형 및 피부 안정성을 개선시킬 수 있으며, 경제적인 효과를 얻을 수 있는 효과가 있다. 또한, 이러한 복합 안료를 이용한 파우더리 틴트형 화장료 조성물은 우수한 색상 발색 효과 및 지속성, 피부 보습감을 부여할 수 있는 효과가 있다.
