PROBLEM TO BE SOLVED: To provide a skin cosmetic composition which takes the form of foam, is easily applicable to a wide area such as the body, and not sticky, and leaves the skin moist.SOLUTION: This composition includes (A) a specific water-soluble humectant, (B) a nonionic surfactant which is composed of an ester compound having not less than one polyol residue and not less than two 12-22C fatty acid residues in the molecule and has an HLB of 8-16 and, (C) a nonionic surfactant which is composed of an ester compound having one 12-22C fatty acid residue in the molecule and has an HLB of 12-20, and (D) water. The ratio of component (B) to component (C) by mass in the composition is (B):(C)=8:2-2:8. The total amount of component (B) and component (C) (B)+(C) is 0.1-10 mass%.
