PROBLEM TO BE SOLVED: To provide cosmetic composition for making up and/or caring for skin and/or lips, the composition comprising at least one organopolysiloxane elastomer powder coated on silicone resin, an organopolysiloxane elastomer carried in a first oil, a wax, an organic lacquer, and a second oil, the elastomers being present in a specific mass ratio.SOLUTION: According to the present invention, there is provided an anhydrous cosmetic composition for making up and/or caring for skin and/or lips, the composition being liquid at 20°C and comprising at least one fatty acid phase in a physiologically acceptable medium. The fatty acid phase comprises: at least one organopolysiloxane elastomer powder coated with silicon resin at least one organopolysiloxane elastomer carried in a first oil at least one wax and at least second oil.
