The present invention relates to a method for dispersing a water-in-oil cosmetic composition, comprising the following steps: dispersing a first emulsification stabilizer containing disteardimonium hectorite and cyclopentasiloxane； and dispersing the first dispersed emulsification stabilizer and a second emulsification stabilizer which is at least one selected from the group consisting of lauryl PEG-9 polydimethylsiloxyethyl dimethicone, cetyl PEG/PPG-10/1 dimethicone, and PEG-10 dimethicone so as to acquire disteardimonium hectorite gel.
