The present invention relates to a cosmetic composition containing an extract of fermented Artemisia annua extracted by ultra-high pressure extraction, which is obtained by fermentation, ultra-high pressure treatment, and extraction of Artemisia annua and, more specifically, to a cosmetic composition containing an extract of fermented Artemisia annua extracted by ultra-high pressure extraction, which is manufactured by: fermenting Artemisia annua using one or more types selected from the group consisting of yeast, Lactobacillus, Bacillus spp., and a mixture of the same； and obtaining flavonoid of active components with high yield using ultra-high pressure extraction which treats a fermented product under 100-3,000 MPa of pressure at 40-90°；C for 1-24 hours. According to the present invention, the cosmetic composition has an excellent anti-oxidation effect and wrinkle reducing effect, and has excellent stability not to be discolored, separated, and deposited by changes in temperature.본 발명은 개똥쑥(Artemisiaannua)을 발효, 초고압 처리 및 추출하여 얻은 개똥쑥 발효 초고압 추출물을 함유하는 화장료 조성물에 관한 것으로서, 보다 상세하게는 개똥쑥을 효모, 유산균류, 바실러스 속 균류 및 이들의 혼합물로 이루어진 군에서 선택된 1종 이상을 이용하여 발효하고 상기 발효물에 100∼3000MPa의 압력에서 40∼90℃의 온도로 1∼24 시간을 처리하는 초고압 추출법을 이용하여 활성성분 중 플라보노이드를 높은 수율로 수득한 개똥쑥 발효 초고압 추출물을 함유하는 화장료 조성물에 관한 것이다. 본 발명에 따르면, 항산화 효과와, 주름 개선 효과가 우수하고, 온도변화에 대해 변색과 분리 및 침전이 발생하지 않는 우수한 안정성을 갖는다.
