PROBLEM TO BE SOLVED: To obtain an oil-in-water type emulsion cosmetic having an excellent touch in use and an ultraviolet-protecting effect.SOLUTION: The oil-in-water type emulsion cosmetic comprises surface-treated powder prepared by coating the surface of base powder composed of a metal oxide with a polymer composed of a monomer represented by general formula (1) (wherein, R1 is hydrogen or a 1-3C alkyl group R2 is a 4-22C alkylene group X1 is an -NH- group or an oxygen atom M1 is hydrogen or a monovalent inorganic or organic cation) as a constituent monomer and a basic compound in a water phase.
