The present invention relates to a water-in-oil type cosmetic composition comprising: an aqueous component which includes a first solvent comprising water and organic acid, a humectant, a metal chelating agent, and an emulsion stabilizer； and an oily component comprising a second solvent including silicone oil, silicone elastomer, and surfactant. The water-in-oil type cosmetic composition comprising high content organic acid: includes both aqueous component and oily component, thereby enabling a user to feel plentiful oil and moisture that conventional solubilization type cosmetics do not have； and stably includes high content organic acid, thereby being suitable for a cosmetic formulation with enhanced efficacy of the organic acid. Also, the formulation of the present invention: can be emulsified at low temperatures such as 30°；C or lower when emulsifying the aqueous and oily components, thereby enhancing production efficiency； and has predetermined bactericidal activities without including an antiseptic, thereby being able to form antiseptic non-included cosmetics.본 발명은 물 및 유기산을 포함하는 제 1 용매, 보습제, 금속 봉쇄제, 및 유화안정제를 포함하는 수상성분； 및 실리콘 오일(Silicone Oil)을 포함한 제 2 용매 실리콘 엘라스토머(Silicone Elastomer)및 계면활성제를 포함하는 유상성분을 함유하는 것을 특징으로 하는 유중수형 화장료 조성물을 관한 것이다.본 발명에 따르면, 고농도의 유기산을 포함하는 본 발명의 유중수형 화장료 조성물은 수상 성분과 유상 성분을 모두 포함하고 있기 때문에 기존의 가용화 타입의 화장료에서 가질 수 없는 풍부한 유분감과 수분감을 동시에 느낄 수 있을 뿐만 아니라, 고농도의 유기산을 안정적으로 함유하여 유기산의 뛰어난 효능을 가지는 화장료 제형으로 적합하다. 또한, 본 발명의 제형은 수상 성분과 유상 성분의 유화 공정시 저온, 예컨대, 30℃ 이하의 온도에서도 유화가 가능하여 생산 효율성이 향상될 뿐만 아니라, 방부제를 포함하지 않아도 소정의 방부력을 가지고 있기 때문에 무(無)방부제 화장품 구현을 가능하게 한다.
