The present invention relates to a powerless portable oral cleaner provided with an air compression and discharge control module, including an air compression and discharge control module (100) that compresses and discharges air； and a cleaning solution discharge dispenser (200) that has a cylindrical shape, is coupled with a lower side of the air compression and discharge control module (100), has a cleaning solution accommodated therein, and has an injection hole (210) formed on an upper side surface for cleaning solution injection. According to the present invention, injection is performed for every compression session, and thus no large-capacity compression air storage tank is required. Also, reduction in size and weight is possible since no power supply, motor, and battery are required. An air compression chamber is configured to have a sealed bellows structure instead of a pump structure which requires large force in an operation for a friction force because of an elastic member between a piston and a cylinder and the strength of a restoration spring, and thus no friction force is generated at all. In addition, the strength of the restoration spring is minimized so that compression and injection are possible even with a small force.
