Provided in the present invention is a recombinant foot-and-mouth disease virus and a manufacturing method thereof, wherein, among the total gene parts of Manisa which is a foot-and-mouth disease type O vaccine strain, a gene that codes a P1 protein that is a protective antigen of Manisa thereof includes a plasmid in which inserted therein is a recombinant gene replaced by a gene coding the P1 protein that is a protective antigen of foot-and-mouth disease type C EURO-SA regional virus.본 발명은 구제역 O형 백신주 Manisa의 전체 유전자 부위 중에서, 상기 구제역 O형 백신주 Manisa의 방어 항원인 P1 단백질을 코딩하는 유전자가, 구제역 C형 EURO-SA 지역형 바이러스의 방어 항원인 P1 단백질을 코딩하는 유전자로 치환된 재조합 유전자가 삽입된 플라스미드를 포함하는 재조합 구제역 바이러스 및 그의 제조방법을 제공한다.
