The device includes a first plate (3104) having a first part (3108) slidably coupled to a second part (3110), a second plate (3106) having a third part (3112) slidably coupled to a fourth part (3114), and first and second arms (3204,3126) configured to extend between a first and second spinous processes and a coupling mechanism configured to engage the first and second arms and angularly and translationally couple the first and second plates.
