PROBLEM TO BE SOLVED: To provide a load controller capable of reducing time and efforts of an operator in a TWA inspection.SOLUTION: An exercise load device 20 is controlled by a control part 110 on the basis of a result of comparison between a cardiac rate of a subject and a target value of the cardiac rate. Whether or not the cardiac rate is within the target range is monitored. A load continuing time, which is a time subtracting a time when the cardiac rate is out of the target range under a predetermined condition (e.g., before the load continuing time exceeds 60% of a predetermined time) from a time when the cardiac rate is within the target range, is measured.
