PROBLEM TO BE SOLVED: To surely supply water to an atomization electrode and to stably perform electrostatic atomization even when temperature and humidity in an atomization object space is low without being restricted by the temperature and humidity condition of the atomization object space.
SOLUTION: In the state of melting frozen ice and supplying water to the atomization electrode 1, a high voltage is applied to the atomization electrode 1, and the water supplied to the atomization electrode 1 is electrostatically atomized. A cooling means 3 cools the atomization electrode 1 by exchanging heat with a cold space 13 which is adjacent to the atomization object space 9 where electrostatic atomization is to be performed and is at a temperature lower than that of the atomization object space 9, thereby freezing moisture in the air at the atomization electrode 1. A partition part 30 comprising a heat insulating material for partitioning the atomization object space 9 and the cold space 13 is provided. The atomization electrode 1 is positioned in the atomization object space 9, and a heat conduction part 18 provided on the atomization electrode 1 is inserted to the hole 30b of the partitioning part 30. A heater 8 which is adjacent to the heat conduction part 18 inside the atomization object space 9 and configures a melting means 4 is provided.
