The cutting tool includes a tool holder removably secured to the cutting wheel typically through a plurality of fasteners extending through a plurality of apertures located in the base portion of the tool holder. The tool holder includes a tool portion having a boss and a neck extending from the base portion of the tool holder to the boss. The boss being a generally annular member having an aperture extending between first and second ends wherein a cutting tool is secured with in the aperture.
