PROBLEM TO BE SOLVED: To provide a mental condition measuring method, a device, and a program for indicating one-dimensionally whether a person is in a state of tension or relaxation in an understandable way.SOLUTION: Index value computing means 30, which has received information representing a low-frequency component value (LF) of a fluctuation in the beat interval caused by the activities of the sympathetic and parasympathetic nerves and information representing a high-frequency component value (HF) from a nerve activity value calculating means 26, performs the computing of the computing equation consisting of three terms of the first term Ga(LF/HF), the second term Gb(HF) dependent on the high-frequency component value (HF) depending on the ratio (LF/HF) with low-frequency component value (LF) and the high-frequency component value (HF) and a constant term (C).
