The apparatus comprises: a washing unit which accommodates supplied materials for uncooked powder, and sprays washing water to remove foreign substances from the material for uncooked powder a grinding unit which grinds the material for uncooked powder, discharged from the washing unit after the washing process has been finished, in a predetermined size or less, and then supplies the ground materials a transfer conveyor on which the material for uncooked powder supplied by the grinding unit is seated to transfer the material for uncooked powder for a predetermined time a sterilization unit which irradiates the material for uncooked powder supplied by the transfer conveyor with ultraviolet rays to achieve sterilization a heating unit which jets high-temperature and high-pressure vapor to the material for uncooked powder passed through the sterilization unit and supplied to remove undesired odor or fishy smell from the material for uncooked powder and a pressurization unit which confines the material for uncooked powder in order to prevent the material for uncooked powder from scattering due to jetting pressure when the heating unit jets vapor to the material for uncooked powder.
