A hydrophilic substrate (4) located adjacent to the first surface of the bioresorbable carrier matrix structure (2) degrades, when implanted at the wound site, at a rate shorter than the bioresorbable carrier matrix structure (2) to prevent migration of the device (1) during the half-life of the plurality of radio-isotope particles (3). A hydrogel substrate (5) located adjacent to the second surface of the bioresorbable carrier matrix structure (2) shields radioactivity and degrades at a rate longer than the half-life of the plurality of radio-isotope particles (3).
