The present invention relates to a visually-impaired-person guidance system and guide method using an algorithmic tactile block in which a unique number and characters are ascribed for RFID/NFC wherein RFID/NFC tags provided in tactile blocks and painted lines are wirelessly recognized when visually-impaired people walk along tactile blocks and painted lines, such that not only is the person audibly notified of their direction of progress but also the person can be audibly provided with direction-of-progress information that accords with changes in direction when the direction of progress changes, and the person can be provided with positional audio information about fork points, waiting points, destination points and the like and with audio information about dangerous areas on walking routes. The invention comprises: a tactile block provided in a walkway or indoors RFID/NFC tags in the tactile block, which tags read a position value in via communication with a stick in accordance with the direction of movement of the visually-impaired person, and have recorded therein specific algorithm data in which sequence number and position values are set such that the person can be audibly notified of their position in accordance with their direction of progress and a dot-form tactile block constituted by an intersecting path block in a portion where tactile blocks intersect, such that the current position of the visually-impaired person can be ascertained.
