PROBLEM TO BE SOLVED: To provide an environmental load reducing material capable of reducing an environmental load, a remote island development method, a coral growth base and a coral growth method. SOLUTION: This is an environmental load reduction type material used for construction on a remote island, and is composed of a material whose main component is a combustion by-product. The combustion by-product is coal ash having an optimum water content of 19% to 40%. This coal ash has an aging period of 3 months at the optimum water content, and the maximum stress at the age of 7 days is the coal ash. It may be 0.01 to 0.3 N/mm2 alone, and may be 0.3 to 1.5 N/mm2 when the cement is added to the coal ash alone in an amount of 3% by mass.
