The device comprises a support frame, an anvil roller (1), two sets of ultrasonic devices (2), and one set of material conveying device the anvil roller (1), the ultrasonic devices (2) and the material conveying device are respectively provided on the support frame, the two sets of ultrasonic devices (2) are symmetrically arranged on two sides of the anvil roller (1), and the material conveying device is provided with a strip product (10). The method comprises: the material conveying device continuously conveying the strip product (10), when the pressure sealing position of the strip product (10) arrives at the anvil roller (1), a first floating roller (3) and a second floating roller (4) moving up and down in opposing directions such that the strip product (10) located above the first floating roller (3) and the second floating roller (4) remains in a relatively stationary state by means of the anvil roller (1) and the ultrasonic devices (2) on two sides thereof, the strip product (10) is pressure sealed.
