SOLUTION: At the time of forced ascendance or descendance of the rotary plowing device, after passing through a first delay time set by a delay time-setting dial 41, a rotary speed-changing means 52 performs a speed-reducing control for reducing the rotary speed of an engine E, and in performing a forced descending control in its ascended state, the rotary speed-changing means 52 performs a resetting control for resetting the rotary speed of the engine, starts the resetting control at a timing of starting the forced descending control, and then after passing through a second delay time set together with the first delay time by the delay time-setting dial 41, the forced descending control of the rotary plowing device is started.
