PROBLEM TO BE SOLVED: To provide an oil-based cleansing cosmetic which sufficiently agrees with an oil-based makeup and skin, has no stimulation even when used in a place near a mucous membrane such as a circumference of eye, and can be easily washed away, and to provide a production method of the same.SOLUTION: An oil-based cleansing cosmetic is obtained by enclosing an aerosol raw solution containing (A) 60 to 95 mass% of a liquid oil and (B) 2 to 40 mass% of a hydrophilic surfactant, and (C) carbon dioxide in a pressure-resistant container including an aerosol valve and a nozzle.
