The present invention relates to the technical field of pet-related products, and discloses a pet monitoring and training device. The device comprises a collar wearable at a neck portion of a dog, and a radio transceiving module and a GPS positioning module are provided within the collar. The collar is provided therein with an alarm device used to give out an alarm signal. In the pet monitoring and training device in the present invention, the collar is to be worn at a neck portion of a dog, and the GPS positioning module in the collar is used to position, in real-time, the dog and send the position to a mobile phone of a user via the radio transceiving module.
