The surface-treated powder can express a smooth and light feel, has a moist feeling that is unique to silicone gel, and has excellent adhesion to the skin. When the surface-treated powder is blended in a solid powder cosmetic, the moldability and impact resistance of the solid powder cosmetic are improved, the removal with an applicator is good, and a good feeling of use is given. Preferably, the powder is an inorganic powder, an organic powder, or a composite powder thereof, and the silicone gel is a bi-terminal reactive diorganopolysiloxane represented by the following formula (1) and a crosslinking agent.
