The present invention relates to: a composition comprising (A) an active ingredient that is poorly soluble in water and can be dissolved in a lower alcohol having 1 to 4 carbon atoms which may contain water at a concentration of 30 vol% or less, (B) polyvinyl alcohol having a rate of saponification of 55 to 99% and (C) a nonionic surfactant, wherein the active ingredient (A) has an average particle diameter of 10 to 300 nm and a method for producing the composition.
