The present invention provides a vegetation-mat manufacturing device comprising: a coir supply unit carrying coir inserted to the inside and supplying； a coir development unit for separating the coir supplied from the coir supply unit and spreading it out on a mat； a mat unwinding unit unwinding the mat in order for the coir to be developed in between the plurality of the mats； a sewing process unit for performing a sewing process with yarns for the plurality of the unwound mats to combine each other； and a mat rolling unit allowing the plurality of the mutually combined mats to be rolled by the sewing process unit.
